This constitution establishes the governance and operating rules for Central Districts Water Limited, the jointly-owned water services organisation for Horowhenua District Council, Palmerston North City Council and Rangitīkei District Council.

It sets out how the company will be structured and governed, including the roles of shareholders, directors, reporting requirements, and the rules for decision-making and oversight.

It also ensures the organisation operates in line with the Local Government (Water Services) Act 2025 and related legislation while delivering water-related services across the shared service area.

This shareholders’ agreement sets out how Horowhenua District Council, Palmerston North City Council and Rangitīkei District Council will work together as owners of Central Districts Water Limited.

It outlines how the councils will manage their shareholdings, govern the company, and make key decisions about its operation and oversight.

It also establishes the roles and responsibilities of the shareholders and the Shareholders Committee as the company prepares to deliver water services across the service area under the Local Government (Water Services) Act 2025.

This joint plan is a partnership between Horowhenua District Council, Palmerston North City Council and Rangitīkei District Council.

It sets out how drinking water, wastewater, and stormwater services will be delivered in the future, and outlines the pathway to establishing a jointly-owned water services council-controlled organisation.

It is part of the government’s Local Water Done Well programme. The government signed off the plan in November 2025.
